Why we're consulting

Wodonga Council has a new Draft Property Leasing and Licensing Policy to guide how council-owned and managed land and buildings are leased and licensed. This new policy is an update of an existing policy which was adopted in 2021 and is due for renewal.

The updated policy aims to ensure:
• Fair, transparent and consistent leasing arrangements
• Equitable access to community facilities
• Financial sustainability and appropriate contributions
• Alignment with the Local Government Act 2020 and council strategies


At the Council meeting on Monday, June 22, Wodonga Council endorsed a motion to seek feedback from the community on the draft policy.

Background

Council owns and manages a wide range of facilities across Wodonga - including sporting pavilions, community buildings, open space and other infrastructure. These spaces are used by local sporting clubs, not-for-profit organisations and, in some cases, commercial operators.

To support this use, Council enters into leases and licences, which set out how facilities can be used, for how long, and what contributions are required.

The Draft Property Leasing and Licensing Policy will provide the framework for the effective administration and optimisation of assets for the benefit of the community through social, cultural, recreational, environmental and commercial returns. It will help ensure consistency and transparency in how decisions are made, compliance with legislation and balance community benefit and financial responsibility.


What this means for current tenants

  • Most existing community groups will continue to have low or subsidised rental arrangements
  • Any changes to leases will generally apply when current leases expire or changes are requested - not immediately
  • Council will continue to work with tenants where there are operational or financial challenges
