Why we're consulting
Wodonga Council is seeking feedback on the draft Wodonga Neighbourhood Character Strategy (NCS). This strategy provides guidance on how the established residential areas of Wodonga will grow into the future. It will ensure housing growth is better planned and well located.
The draft Strategy is a plan for how we can:
- meet the housing needs of the community
- respect the valued character of our neighbourhoods
- support sustainable housing growth
- take advantage of the many opportunities in our municipality.
It also provides guidance on how new residential development should be designed. We want development to enhance the good things about our neighbourhoods, and create new high-quality places.

Background
The population of Wodonga is growing and is expected to reach over 60,000 by 2041. The housing that is currently available does not meet the needs of all community members. Housing is unaffordable for many people. There is a lack of smaller housing suitable for older people, for single people or smaller families, or those with a disability. New housing is needed, and it is important that what is built meets community needs and expectations including neighbourhood character.
Neighbourhood character refers to the look and feel of a neighbourhood. It can include how a building looks, how it is placed in relation to other buildings, what materials are used and what vegetation is included in the design. A town such as Wodonga has a range of different character types. The purpose of this project is to define these types so that additional development meets community expectations and is in keeping with the preferred neighbourhood character.
This body of work will build on the Wodonga Housing Strategy which was adopted in 2018. The Wodonga Housing Strategy outlined an overarching objective to ‘maintain and enhance Wodonga’s traditional competitive advantage in terms of quality, diversity and affordability in housing choice’.
Since the adoption of the Wodonga Housing Strategy in 2018, State Government guidance has changed significantly.
In response to these changes, a Neighbourhood Character Strategy which includes a Residential Development Framework has been developed (see the below map of what changes are proposed where). This Strategy provides an opportunity to amend and update the Wodonga Planning Scheme through improved strategic directions, policy and residential zone schedules to direct housing outcomes and improved guidance for development.

This consultation is open from Wednesday, May 28 to 5pm Tuesday, June 17, 2025.
Anyone who lives, works, studies or invests in Wodonga or visits the municipality and uses the facilities, is invited to review the information provided, ask questions and provide feedback during this time.
