Why we're consulting
Wodonga Council has proposed installation of a multiuse amenity facility at the Mulga Car Park.
Mulga Car Park is located on Elgin Blvd, opposite Richardson Park and near the new Quarter development site.
The multiuse amenity facility will provide end of trip change and toilet facilities, bike repair equipment and storage options, as well as a water refill point, which will support the current and future cycling needs of Wodonga’s community and cycling visitors.
Additionally, it will include a fully compliant changing places facility, which will provide toilets and changing facilities for people who cannot use standard accessible toilets.
The facility addresses the planning permit requirement for cycle-friendly infrastructure within the CBD as part of the Hyphen Library-Gallery development

Background information
The development of Hyphen - Wodonga Library Gallery brought about a statutory car
parking shortfall of 15 car spaces. Under the Wodonga Planning Scheme, the parking overlay requires that a payment in lieu of any shortfall be made. In this
instance, the council allocated $150,000 in its 2020-2021 budget to meet the
planning permit condition related to this requirement.
The parking overlay facilitates that the collected funds be utilised for, or in association with cycle-friendly infrastructure (including end-of-trip facilities).
In addition to this, funding was received from the Department of Families, Fairness and Housing Changing Places funding round 2022. The funding was for the provision of toilets and change facilities that meet the design specifications for individuals with disabilities as set out by Changing Places be included in the bike hub facility. Changing Places provide suitable facilities Australia-wide for people who cannot use standard accessible toilets.
Previous sites have been investigated by the internal working group, as well as three additional sites located in Wodonga’s CBD. The locations were assessed again based on public toilet principles such as accessibility, connectivity, security and risk. Many of the sites were not able to meet these principles and others were unsuitable for the following reasons.
- Land ownership constraints
- Service connections barriers
- A lack of available parking and accessibility limitations
- Safety and security issues
Of the three further options considered the shared multiuse amenity facility at Mulga Car Park is the most centrally located, accessible, has the required supporting infrastructure and immediate service connections. This location meets the planning permit requirements for Hyphen and the project objectives and outcomes of both funding agreements.
Initial conversations about alternate locations with the Department of Transport
and the Department of Families, Fairness and Housing has been positive. Both
agencies have indicated their willingness to see a facility delivered in Wodonga and
that it be in the most centrally suitable location for residents and visitors.
The new proposal in the Mulga Car Park location has a smaller footprint available which will result in a change of
layout to that indicated at Junction Square. The design and facade will also be more
in line with the council's other public toilet amenities.
