Why we're consulting

Our population is projected to surpass 50,000 within the next decade. Continued growth and change in our community presents both opportunities and challenges and to get the best outcomes we need to take a thoughtful and strategic approach.

Our most recent growth strategy was developed in 2016, when our population had just reached 40,000. It is now time to update the strategy to ensure that Wodonga continues to be a liveable, sustainable and prosperous city.

An updated Wodonga Growth Strategy will respond to new realities for Wodonga including population growth, changing demographics, evolving community needs, and state government requirements for housing targets. The draft strategy will set out how we can manage growth in a way that delivers a more liveable, sustainable and prosperous city.

We are seeking community feedback during this stage of consultation to help inform the drafting of the strategy; a second round of consultation will happen when the strategy is drafted.

The One Wodonga Discussion Paper has been developed by specialist consultancy firm Charter Keck Kramer to help inform your feedback and the development of the draft strategy.

The discussion paper identifies and analyses four key themes which will be foundational for the growth strategy:

  • Continued change and growth
  • Growing, diverse and affordable housing
  • Sustainable development
  • Attractive and productive economic spaces

Anyone who lives, works, studies or invests in Wodonga or visits the municipality and uses the facilities, is invited to review the information provided, ask questions and provide feedback during this time.

Background

Growing communities are communities of both opportunity and challenge. These present in a multitude of ways and contribute in positive and negative ways for our community. Many of these are detailed in the One Wodonga Discussion Paper which we encourage you to read, but at a high level some of the most visible opportunities and challenges are detailed below.

Population

Our population has grown from 40,100 in 2016, to our most recent population of 44,825 in 2024. We are expecting to pass 50,000 by the end of the decade and are on a trajectory to reach over 60,000 by 2041. Our population profile is also changing with more older residents, changing birth rates and changing migration patterns.

Housing

The housing that is currently available does not meet the needs of all community members and is unaffordable for many people. There is a lack of smaller housing suitable for older people, for single people or smaller families, or those with a disability. New housing is needed, and it is important that what is built meets community needs and expectations including neighbourhood character. 

The growth in population and housing aligns with the Victorian Government's housing target for Wodonga of 15,200 new homes by 2051.

Amenities, services and infrastructure

Population and housing are integral to future growth. However, to maintain a liveable, sustainable and prosperous community it must come with appropriate amenities, services and infrastructure.

Our approach to urban development

The new strategy will guide future growth areas, strive for high standards in urban development, identify a mix of housing types, and reiterate the commitment to the preservation of natural landscapes like prominent hillsides and rural lands. The strategy includes the development of planned residential areas with community facilities, open space, and a focus on achieving a healthy, connected community.
